Prime Contractor Project Management and control of overall project progress and quality was outstanding. Contract (Design Bid Build) consisted of multiple facilities and horizontal pavements that were designed by 5 different AE teams. Designs between AE teams were not always consistent but Prime Contractor mitigated design problems during construction via shifting of construction resources to other areas of the project to ensure forward progress was maintained. Contract time growth is a reflection of design deficiencies that required AE Team redesigns and should bot be considered as Prime Contractor construction delays or inefficiencies. Overall, Prime Contractor\'s performance was easily above average if not close to outstanding.
